TRAFFIC CONTROL (NATIONAL YOUTH PARADE AND MARCH) RULES, 2025

The Commissioner of Police, in exercise of the powers conferred on him by section 23(2) of the Police Act, with the approval of the Minister, makes the following Rules:

  1. These Rules may be cited as the Traffic Control (National Youth

Parade and March) Rules, 2025.

  • In these Rules,

“alternative emergency route” means a route which is an alternative to the emergency route which commences at President Kennedy Drive and proceeds along Eagle Hall, Bank Hall Cross Road, Hindsbury Road, Halls Road and Martindales Road in the parish of Saint Michael;

“emergency route” means a route which commences at President Kennedy Drive and proceeds along Westbury Road, Passage Road, Country Road, Roebuck Street, Halls Road and Martindales Road in the parish of Saint Michael;

“emergency vehicle” means a vehicle used by

  • the Barbados Red Cross Society;
    • the Department of Emergency Management; or
    • an ambulance service;

“parade route” means a route which commences at Fontabelle Road and proceeds along Cheapside Road, Chapel Street, Prince Alfred Street, Broad   Street,

Trafalgar Street, Bridge Street, St. Michael Row and Queen’s Park in the parish of St Michael;

“relevant date” means Friday 26th  September, 2025;

“relevant period” means the period from 15:00 hours to 18:00 hours; and “vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act,

Cap. 295.

  • On the relevant date, during the relevant period, the National Youth

Parade and March will take place at the Kensington Oval in the parish of Saint Michael and along the parade route.

  • On the relevant date, during the relevant period, Fontabelle Road from

its junction with Lakes Folly and Redman Drive to its junction with President Kennedy Drive and Holborn Circle in the parish of Saint Michael will be a

one-way street with traffic going in the direction of the Mighty Grynner Highway.

  • On the relevant date, during the relevant period, no person in charge

of a vehicle shall park or allow the vehicle to remain stationary on any of the following roads or adjoining footpaths except for the purpose of picking up or setting down passengers:

  • Fontabelle Road;
    • Westbury Road;
    • President Kennedy Drive;
    • Cheapside Road;
    • Redman Drive;
    • Prescod Boulevard;
    • The roadway leading to Hanschell Inniss;
    • Pickwick Gap;

Mighty Grynner Highway; and Kensington New Road,

in the parish of Saint Michael.

  • On the relevant date, during the relevant period, no person in charge

of a vehicle shall park or allow a vehicle to remain stationary along the emergency route or alternative emergency route except for the purpose of picking up or setting down passengers.

  • All drivers and riders of vehicles, pedestrians and riders or leaders of

animals using any of the roads specified in Rules 4,5 and 6 shall exercise caution and shall comply with any order given by a member of the Barbados Police Service in uniform.

  • Any person who contravenes these Rules or fails to comply with any

order given by a member of the Barbados Police Service in uniform is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.

  • These Rules do not apply to vehicles used by the Barbados Police

Service, the Barbados Defence Force or the Barbados Fire Service or any emergency vehicle.
