TRAFFIC CONTROL (REMEMBRANCE DAY PARADE) RULES, 2022
The Commissioner of Police, in exercise of the powers conferred on him by section 23(2) of the Police Act, with the approval of the Minister, makes the following Rules:
- These Rules may be cited as the Traffic Control (Remembrance Day Parade) Rules, 2022.
- In these Rules,
“emergency vehicle” means a vehicle used by
(a)
the Barbados Red Cross Society;
(b)
the Department of Emergency Management; or
(c) an ambulance service; “relevant date” means Sunday, 13th November, 2022; “relevant period” means from 06:00 hours to 10:00 hours; and “vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act,
Cap. 295.
- On the relevant date between 08:00 hours and 09:30 hours, the Remembrance Day Parade will be held in National Heroes Square in Bridgetown in the parish of Saint Michael.
S.I. 2022 No. 96 - On the relevant date, during the relevant period, the following roads in Bridgetown in the parish of Saint Michael shall be closed to all vehicular traffic:
(a)
Trafalgar Street;
(b)
Rickett Street;
(c)
High Street;
(d)
Wharf Road; and
(e)
Upper Broad Street.
- On the relevant date, during the relevant period, Broad Street from its junction with Prince William Henry Street to its junction with High Street in Bridgetown in the parish of Saint Michael shall be closed to all vehicular traffic.
- On the relevant date, during the relevant period, no vehicular traffic shall be allowed to travel from Fairchild Street on to the Charles Duncan O’Neal Bridge in Bridgetown in the parish of Saint Michael.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park along the following roads in Bridgetown in the parish of Saint Michael:
(a)
Belmont Road;
(b)
Constitution Road;
(c)
Martindale’s Road;
(d)
St. Michael’s Row;
(e)
Bridge Street;
(f)
Trafalgar Street;
(g)
Magazine Lane;

(h)
Palmetto Street; or
(i)
Rickett Street.
- All drivers of vehicles conveying persons to National Heroes Square shall enter National Heroes Square and shall be allowed to park as follows:
(a)
drivers of vehicles bearing the identification mark “PBC” in black on a blue background, in the courtyard of the Parliament Buildings;
(b)
drivers of vehicles bearing the identification mark “BTI” in black on a yellow background, in the car park of the Barbados Tourism Investment Inc., via Bay Street; and
(c)
drivers of vehicles bearing the identification mark “PM” in black on a green background, in the area of Palmetto Street and Marhill Street.
- All drivers and riders of vehicles, pedestrians and riders or leaders of animals using any of the roads specified in these Rules, shall exercise caution and shall comply with any order given by a member of the Barbados Police Service in uniform.
- Any person who contravenes these Rules or fails to comply with any order given by a member of the Barbados Police Service in uniform is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.

- These Rules do not apply to vehicles used by the Barbados Police Service, the Barbados Defence Force, the Barbados Fire Service or any emergency vehicle.

TRAFFIC CONTROL (INDEPENDENCE CEREMONIAL PARADE
AND MARCH) RULES, 2022
The Commissioner of Police, in exercise of the powers conferred on him by
section 23(2) of the Police Act, with the approval of the Minister, makes the
following Rules:
- These Rules may be cited as the Traffic Control (Independence Ceremonial Parade and March) Rules, 2022.
- In these Rules,
“alternative emergency route” means a route which is an alternative to the emergency route and commences at President Kennedy Drive and proceeds along Eagle Hall Road, Bank Hall Cross Road, Hindsbury Road, Halls Road and Martindale’s Road in the parish of Saint Michael;
“emergency route” means a route which commences at President Kennedy Drive and proceeds along Westbury Road, Passage Road, Country Road, Roebuck Street, Halls Road and Martindale’s Road in the parish of Saint Michael;
“emergency vehicle” means a vehicle used by
(a)
the Barbados Red Cross Society;
(b)
the Department of Emergency Management; or
(c)
an ambulance service;
“parade route” means Fontabelle Road, Cheapside Road, Chapel Street, Prince Alfred Street, Broad Street, Trafalgar Street, Bridge Street, Charles Duncan

O’Neal Bridge, Probyn Street, Bay Street, Lower Fairchild Street and Independence Square in Bridgetown in the parish of Saint Michael;
“public service vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act, Cap. 295
“relevant date” means Wednesday, 30th November, 2022;
“relevant period” means from 05:00 hours to 14:00 hours; and
“vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act, Cap. 295.
- On the relevant date, during the relevant period, the Independence Ceremonial Parade and March will take place at the Kensington Oval in the parish of Saint Michael and proceed along the parade route.
- On the relevant date, during the relevant period, Fontabelle Road from its junction with Lakes Folly and Redman Drive to its junction with President Kennedy Drive and Holborn Circle in the parish of Saint Michael, shall be a one-way street with traffic flowing in the direction of the Mighty Grynner Highway.
- On the relevant date, during the relevant period, President Kennedy Drive, from its junction with Westbury Road to its junction with Holborn Circle, in the parish of Saint Michael, shall be closed to all vehicular traffic except for public service vehicles.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary on any of the following roads or the adjoining footpaths except for the purpose of picking up or setting down passengers:
(a)
Fontabelle Road;
(b)
Westbury Road;
(c)
President Kennedy Drive;

(d)
Cheapside Road;
(e)
Redman Drive;
(f)
Prescod Boulevard;
(g)
the roadway leading to Hanschell Inniss Limited;
(h)
Pickwick Gap;
(i)
University Row;
(j)
Mighty Grynner Highway; or
(k) Kensington New Road, in the parish of Saint Michael.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary along the emergency route or alternative emergency route except for the purpose of picking up or setting down passengers.
- All drivers and riders of vehicles, pedestrians and riders or leaders of animals using any of the roads specified in rule 4, 5 or 6 or any route specified in rule 7 shall exercise caution and shall comply with any order given by a member of the Barbados Police Service in uniform.
- Any person who contravenes these Rules or fails to comply with any order given by a member of the Barbados Police Service in uniform, is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.
