TRAFFIC CONTROL (ICC CRICKET WORLD CUP
WEST INDIES, 2024) RULES, 2024

The Commissioner of Police, in exercise of the powers conferred on him by section 23(2) of the Police Act, with the approval of the Minister, makes the following Rules:

  1. These Rules may be cited as the Traffic Control (ICC Cricket World Cup West Indies, 2024) Rules, 2024.
  2. In these Rules, “match day” means

(a)
the 2nd, 4th, 5th , 6th, 8th, 20th, 21st, 23rd and 29th of June, 2024 being the dates on which the ICC Cricket World Cup West Indies, 2024 matches are scheduled to be played in Barbados; or

(b)
where matches cannot be played on a date specified in paragraph (a) then either of the following dates the 3rd, 7th, 9th, 10th, 11th, 22nd, 24th, 25th and 30th June, 2024 as the case may be;

“relevant period” means the period from 06:00 hours to 12 midnight.

  1. On a match day, during the relevant period, Fontabelle Road from its junction with H. Jason Jones Complex to its junction with President Kennedy Drive in the parish of Saint Michael shall be closed to all vehicular traffic.
  2. On a match day, during the relevant period, Kensington New Road in the parish of Saint Michael from its junction with Baxters Road to its junction

with Fontabelle Road shall be a one-way road with all vehicular traffic travelling in the direction of Baxters Road.

  1. On a match day, during the relevant period, Westbury Road from its junction with President Kennedy Drive to its junction with Baxters Road in the parish of Saint Michael shall be a one-way road with all vehicular traffic travelling in the direction of President Kennedy Drive.
  2. On a match day, during the relevant period, President Kennedy Drive from its junction with Westbury Road to its junction with Fontabelle Road in the parish of Saint Michael shall be closed to all vehicular traffic.
  3. On a match day, during the relevant period, no person shall park any motor vehicle along Princess Alice Highway from its junction with Cowell Street to its junction with Harbour Road in the parish of Saint Michael.
  4. On a match day, during the relevant period, Pickwick Gap from its junction with Fontabelle Road to its junction with Westbury Road in the parish of Saint Michael shall be closed to all vehicular traffic except for a motor vehicle displaying a motor vehicle access pass issued by Barbados Local Organising Committee.
  5. On a match day, during the relevant period, all vehicular traffic travelling along the Mighty Grynner Highway towards its junction with Holborn Circle in the parish of Saint Michael shall be diverted right only onto Prescod Boulevard Road.
  6. On a match day, during the relevant period, no vehicular traffic shall be allowed to turn left onto President Kennedy Drive or to proceed onto Fontabelle Road.
  7. On a match day, during the relevant period, no driver or other person in charge of a motor vehicle shall park or allow the motor vehicle to remain

stationary on any of the following roads or adjoining footpaths in the parish of
Saint Michael except for the purpose of picking up or setting down passengers:

(a) Fontabelle Road from its junction with Lakes Folly to its junction of
President Kennedy Drive;
(b) Pickwick Gap from its junction with Westbury Road to the entrance of
Kensington Oval;
(c) Westbury Road from its junction with President Kennedy Drive to its
junction with Baxters Road;
(d) President Kennedy Drive from its junction with Richmond Gap to its
junction with Fontabelle Road;
(e) Cheapside Road;
(f) Literary Road;
(g) Redman Drive;
(h) Lakes Folly;
(i) Prescod Boulevard;
(j) Princess Alice Highway;
(k) Harbour Road;
(l) Baxters Road;
(m) Kensington New Road;
(n) 10th Avenue, New Orleans;
(o) Richmond Gap;
(p) Passage Road;
(q) Barbarees Hill Road;
(r) Country Road;

(s)
Roebuck Street from its junction with Country Road to its junction with the James A. Tudor Roundabout;

(t)
Halls Road;

(u)
Belmont Road;

(v)
Martindale’s Road;

(w)
Eagle Hall Road;

(x)
Bank Hall Cross Road;

(y)
Bank Hall Main Road;

(z)
Mighty Grynner Highway; and

(aa) Highway 1 from its junction with Holders Hill to its junction with Tudor Bridge.

  1. All drivers of motor vehicles, pedestrians, riders or leaders of animals using any of the roads specified in rule 3, 4, 5, 6, 7, 8, 9, 10 or 11 during the times specified in those rules, shall exercise caution and shall comply with any order given by a member of the Barbados Police Service in uniform.
  2. Any person who contravenes these Rules or fails to comply with any order given by a member of the Barbados Police Service in uniform, commits an offence and is liable on summary conviction to a fine of $500 or to imprisonment for 3 months or to both.

  1. These Rules do not apply to vehicles used by the Barbados Police Service, the Barbados Defence Force, the Barbados Fire Service, an Ambulance Service, or any other emergency service.
