DIRECTIVE FOR THE IMPLEMENTATION OF THE INSTANT PAYMENTS SYSTEM
UNDER THE NATIONAL PAYMENT SYSTEM ACT, 2021-1
This Directive is given in accordance with section 4(2)(h) and section 63(2) of the National Payment System Act, 2021–1.
- Mandate by Law: Section 4(1) of the National Payment System Act, 2021-1 provides that the Bank may modernize, regulate, monitor and oversee the National Payment System in the public interest.
2. Initial Notification: On January 31, 2025 notice was given to all payment system providers that the Central Bank of Barbados (“the Bank”) in partnership with the International Bank for Reconstruction and Development had embarked on the Barbados Payments System Modernisation Project which would introduce a national Instant Payments System. The aim of the said partnership is to achieve an integrated payments network, greater system transparency, standardisation, interoperability and financial inclusion.
- Consultation Efforts: The Bank has consulted with all of the categories of payment service providers with a view to ensuring that payment service providers understand the proposed changes to the National Payment System and that there is a smooth implementation of the Instant Payments System by March 31, 2026.
- Importance of Modernisation: Given the importance of modernising the National Payment System it is critical that the Barbados Stock Exchange, the Treasury Department of the Government of Barbados and all payment service providers licensed or authorised under the National Payment System Act, 2021-1 to provide a payment service or to operate a payment service, participate on the Instant Payments System platform on a fully interoperable model to facilitate instantaneous financial transactions to all end-users of payment services in Barbados.
- Final Directive: All banks licensed under Part II of the Financial Institutions Act Cap. 324A and the following credit unions: the Barbados Public Workers’ Co-operative Credit Union Limited, the City of Bridgetown Co-operative Credit Union Limited and AffinityPlus Credit Union Limited are directed to take all necessary steps to ready their operations to integrate with and provide payment services through the Instant Payments System on or before March 31, 2026.
