TRAFFIC CONTROL (PIC-O-DE-CROP FINALS) RULES, 2022
The Commissioner of Police, in exercise of the powers conferred on him by
section 23(2) of the Police Act, with the approval of the Minister, makes the
following Rules:
- These Rules may be cited as the Traffic Control (Pic-O-De-Crop Finals) Rules, 2022.
- In these Rules,
“alternative emergency route” means a route which is an alternative to the emergency route and commences at Fontabelle Road and proceeds along Cheapside Road, Broad Street, Charles Duncan O’Neal Bridge, Fairchild Street, River Road and Martindales Road in the parish of Saint Michael;
“emergency route” means a route which commences at President Kennedy Drive and proceeds along Westbury Road, Passage Road, Country Road, Roebuck Street, James Tudor Roundabout, Halls Road, Mencea Cox Roundabout and Martindales Road in the parish of Saint Michael;
“emergency vehicle” means a vehicle used by
(a)
the Barbados Red Cross Society;
(b)
the Department of Emergency Management; or
(c)
an ambulance service;
“Festival Committee” means the Crop Over Festival Committee in the Ministry of the Minister responsible for Culture;

“relevant period” means the period from 17:00 hours on Friday, 29th July, 2022 to 01:00 hours on Saturday, 30th July, 2022; and
“vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act, Cap. 295.
- During the relevant period, Fontabelle Road, from its junction with Kensington New Road to its junction with Holborn Circle in the parish of Saint Michael, shall be closed to all vehicular traffic except vehicles used by members of the Festival Committee.
- During the relevant period, President Kennedy Drive, from its junction with Westbury Road to its junction with Holborn Circle in the parish of Saint Michael, shall be closed to all through traffic.
- During the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary along Princess Alice Highway, from its junction with Cowell Street to its junction with Harbour Road in the parish of Saint Michael.
- During the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary on any of the following roads or the adjoining footpaths except for the purpose of picking up or setting down passengers:
(a)
Fontabelle Road, from its junction with Lakes Folly to its junction with President Kennedy Drive;
(b)
Westbury Road, from its junction with President Kennedy Drive to its junction with Baxters Road;
(c)
President Kennedy Drive;
(d)
Redman Drive;
(e)
Prescod Boulevard;
(f)
Baxters Road;

(g)
Eagle Hall Road;
(h)
The Mighty Grynner Highway; and
(i) Kensington New Road, in the parish of Saint Michael.
- During the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary along the emergency route or the alternative emergency route except for the purpose of picking up or setting down passengers.
- During the relevant period, Fontabelle Road, from its junction with Redman Drive to its junction with Holborn Circle in the parish of Saint Michael, shall be a one-way street with traffic travelling in two lanes towards Holborn Circle.
- All drivers and riders of vehicles, pedestrians and riders or leaders of animals using any road specified in rule 3, 4, 5, 6 or 8 or any route specified in rule 7 shall exercise caution and shall comply with any order given by a member of The Barbados Police Service in uniform.
- Any person who contravenes these Rules or fails to comply with any order given by a member of The Barbados Police Service in uniform is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.

- These Rules do not apply to vehicles used by The Barbados Police Service, the Barbados Defence Force or the Barbados Fire Service or any emergency vehicle.

TRAFFIC CONTROL (FOREDAY MORNING JAM) RULES, 2022
The Commissioner of Police, in exercise of the powers conferred on him by
section 23(2) of the Police Act, with the approval of the Minister, makes the
following Rules:
- These Rules may be cited as the Traffic Control (Foreday Morning Jam) Rules, 2022.
- In these Rules,
“alternative emergency route” means a route which is an alternative to the emergency route and commences at Exmouth Gap and proceeds along Westbury Road, President Kennedy Drive, Fontabelle Road, Cheapside Road, Broad Street, Charles Duncan O’Neal Bridge, Fairchild Street, River Road and Martindales Road in the parish of Saint Michael;
“band” means an organized group of persons, whether in costume or not, assembled together in a band assembly area or proceeding together along a prescribed or designated route in furtherance of the group’s participation in a public festival;
“emergency route” means a route which commences at The Mighty Grynner Highway and proceeds along Exmouth Gap, Westbury Road, Passage Road, Country Road, Roebuck Street, Halls Road and Martindales Road in the parish of Saint Michael;
“emergency vehicle” means a vehicle used by
(a) the Barbados Red Cross Society;

(b)
the Department of Emergency Management; or
(c)
the ambulance service;
“Festival Committee” means the Crop Over Festival Committee in the Ministry of the Minister responsible for Culture;
“relevant date” means Saturday, 30th July, 2022;
“relevant period” means from 01:00 hours to 08:00 hours;
“route” means a route which commences at Lower Fairchild Street and proceeds along Charles Duncan O’Neal Bridge, Wharf Road, Hincks Street, Princess Alice Highway and Harbour Road, turns left at Holborn Circle onto The Mighty Grynner Highway and proceeds to Frank Worrell Roundabout in the parish of Saint Michael; and
“vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act, Cap. 295.
- On the relevant date, during the relevant period, bands participating in the Foreday Morning Jam shall commence at the Barbados Tourism Investment Inc. (BTI) car park in the parish of Saint Michael and proceed along the route.
- On the relevant date, during the relevant period, The Mighty Grynner Highway, from its junction with Holborn Circle to its junction with Frank Worrell Roundabout in the parish of Saint Michael, shall be closed to all vehicular traffic except vehicles used by members of the Festival Committee.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary on the following roads except for the purpose of picking up or setting down passengers:
(a) Brighton Road, from its junction with Black Rock Road to its junction with The Mighty Grynner Highway;

(b)
Black Rock Road, from its junction with University Drive to its junction with Eagle Hall;
(c)
Deacons Farm Road, from its junction with Deacons Road to its junction with Brighton Road;
(d)
President Kennedy Drive;
(e)
Fontabelle Road;
(f)
Deacons Road; and
(g) Westbury Road, in the parish of Saint Michael.
- On the relevant date, during the relevant period, Brighton Road, from its junction with The Mighty Grynner Highway to its junction with Black Rock Road in the parish of Saint Michael, shall be a one-way street with traffic travelling in the direction of Black Rock Road.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary along the emergency route or the alternative emergency route except for the purpose of picking up or setting down passengers.
- All drivers and riders of vehicles, pedestrians and riders or leaders of animals using any road specified in rule 4, 5 or 6 or any route specified in rule 3 or 7 shall exercise caution and shall comply with any order given by a member of The Barbados Police Service in uniform.
- Any person who contravenes these Rules or fails to comply with any order given by a member of The Barbados Police Service in uniform is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.

RULES, 2022
The Commissioner of Police, in exercise of the powers conferred on him by

following Rules:
- These Rules may be cited as the Traffic Control (People’s Choice Soca Concert) Rules, 2022.
- In these Rules,
“alternative emergency route” means a route which is an alternative to the emergency route and commences at Fontabelle Road and proceeds along Cheapside Road, Broad Street, Charles Duncan O’Neal Bridge, Fairchild Street, River Road and Martindales Road in the parish of Saint Michael;

The Commissioner of Police, in exercise of the powers conferred on him by
section 23(2) of the Police Act, with the approval of the Minister, makes the
following Rules:
- These Rules may be cited as the Traffic Control (Grand Kadooment) Rules, 2022.
- In these Rules,
“alternative emergency route A” means a route which is an alternative to emergency route A and commences at the National Stadium and proceeds along Stadium Road, Waterford Road, Station Hill, Hindsbury Road, Harmony Hall Road, James Tudor Roundabout, Halls Road, Mencea Cox Roundabout and Martindales Road in the parish of Saint Michael;
“alternative emergency route B” means a route which is an alternative to emergency route B and commences at Warrens, proceeds along D’ Arcy Scott Roundabout, Gordon Cummins Highway (being part of the highway commonly referred to as the ABC Highway), Frank Worrell Roundabout, The Mighty Grynner Highway, President Kennedy Drive, Westbury Road, Passage Road, Country Road, Roebuck Street, James Tudor Roundabout, Halls Road, Mencea Cox Roundabout and Martindales Road in the parish of Saint Michael;

“emergency route B” means a route which commences at Warrens and proceeds along Green Hill, Spooners Hill, Eagle Hall, Bank Hall, Country Road, Roebuck Street, James Tudor Roundabout, Halls Road, Mencea Cox Roundabout and Martindales Road in the parish of Saint Michael;
“emergency vehicle” means a vehicle used by
(a)
the Barbados Red Cross Society;
(b)
the Department of Emergency Management; or
(c)
an ambulance service;
“Festival Committee” means the Crop Over Festival Committee in the Ministry of the Minister responsible for Culture;
“relevant date” means Monday, 1st August, 2022;
“relevant period” means the period from 06:00 hours to 22:00 hours;
“route” means a route which commences at Warrens and proceeds along Green Hill to Everton Weekes Roundabout, along Errol Barrow Highway (being part of the highway commonly referred to as the ABC Highway) to Clyde Walcott Roundabout, Norman Niles Roundabout and J.T.C. Ramsay Roundabout and then back to Norman Niles Roundabout, Clyde Walcott Roundabout, Waterford Boulevard, Waterford Road and Stadium Road in the parish of Saint Michael; and
“vehicle” has the meaning assigned to it by section 2 of the Road Traffic Act, Cap. 295.

- On the relevant date, during the relevant period, bands shall parade only along the route, commencing at Warrens and proceeding along the route to the National Stadium.
- On the relevant date, during the relevant period, Codrington Road, from its junction with Waterford Road to its junction with Spooners Hill in the parish of Saint Michael, shall be closed to all vehicular traffic except vehicles used by members of the Festival Committee.
- On the relevant date, during the relevant period, the following roads shall be closed to vehicular traffic except vehicles used in the Grand Kadooment Day Parade and vehicles used by members of the Festival Committee:
(a)
Green Hill;
(b)
Warrens Access Road;
(c)
Waterford Boulevard;
(d)
Waterford Road; and
(e) Stadium Road, in the parish of Saint Michael.
- On the relevant date, during the relevant period, Errol Barrow Highway (being part of the highway commonly referred to as the ABC Highway), from its junction with D’Arcy Scott Roundabout to its junction with J.T.C. Ramsay Roundabout in the parish of Saint Michael, shall be closed to all vehicular traffic except vehicles used in the Grand Kadooment Day Parade and vehicles used by members of the Festival Committee.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall drive along, park or allow the vehicle to remain stationary on the route, except for the purpose of picking up or setting down passengers.

- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall drive along, park or allow the vehicle to remain stationary along Stadium Road in the parish of Saint Michael, except for the purpose of picking up or setting down passengers.
- On the relevant date, during the relevant period, no driver or person in charge of a vehicle shall park or allow the vehicle to remain stationary along an emergency route or an alternative emergency route except for the purpose of picking or setting down passengers.
- All drivers and riders of vehicles, pedestrians and riders or leaders of animals using any road specified in rule 4, 5, 6 or 8 or any route specified in rule 3 or 9 shall exercise caution and shall comply with any order given by a member of The Barbados Police Service in uniform.
- Any person who contravenes these Rules or fails to comply with any order given by a member of The Barbados Police Service in uniform is guilty of an offence and is liable on summary conviction to a fine of $500 or to imprisonment for a term of 3 months or to both.
