Miscellaneous Controls (Control Of Prices) (General) (Amendment) (No.12) Regulations, 2020

The Minister, in exercise of the powers conferred on him by section 3 of the Miscellaneous Controls Act, makes the following Regulations:

  1. These Regulations may be cited as the Miscellaneous Controls (Control of Prices) (General) (Amendment) (No. 12) Regulations, 2020.

2. The Schedule to the Miscellaneous Controls (Control of Prices) (General) Regulations, 2015 (S.I. 2015 No. 76) is amended by deleting the following items: “Diesel Fuel”, “Gasoline”, and “Kerosene” appearing in the first column of the Schedule under the Article “PETROLEUM PRODUCTS” and all the words appearing opposite there to in the columns marked “WHOLESALE PRICE” and “RETAIL PRICE” and substituting therefor the items set out in the Schedule to these Regulations, together with the wholesale and retail prices set out in respect of those items.

3. These Regulations shall come into operation on the 4th day of January, 2021.

Public Holidays Order, 2021

The Governor-General, in exercise of the powers conferred on her by section 3(2)(a) of the Public Holidays Act, makes the following Order:

  1. This Order may be cited as the Public Holidays Order, 2021.

2. The 4th day of January, 2021 and the 5th day of January, 2021 are appointed as public holidays.

Emergency Management (COVID-19) Protocol (Special Curfew) Directive, 2021

WHEREAS by paragraph 15 of the Emergency Management (COVID-19) (No. 3) Order, 2020 (S.I. 2020 No. 71) it is provided that the Prime Minister on the advice of the Chief Medical Officer may issue a directive requiring every person to observe such physical distancing and associated protocols in the interest of public health as may be specified;

And whereas a public health emergency exists in Barbados;

Now therefore by virtue of the power and the authority in me vested and on the advice of the Chief Medical Officer aforesaid I do hereby issue the following Directive for the period from the 2nd day of January, 2021 to the 14th day of January, 2021.

  1. (1) A curfew is hereby imposed throughout Barbados from the 2nd day of January, 2021 to the 14th day of January, 2021 between the hours of 9:00 p.m. and 5:00 a.m. of each succeeding day.

(2) This Directive shall be read and construed as one with the Emergency Management (Covid-19) Protocol (No. 4)
Directive, 2020, hereinafter referred to as the principal Directive, subject to any provision in this Directive that
derogates from the principal Directive, in which case to the extent of the derogation, this Directive shall take precedence over the principal Directive.

(3) No person shall leave his home between 9:00 p.m and 5:00 a.m. as specified in sub-paragraph (1) except,

(a) he is an employee or member of an essential service; or

(b) the person has an emergency.

(4) Every employee or member of an essential service shall have on his person at all times, evidence of his employment or membership, as the case may be, of such a service.

(5) The Attorney-General may on request, made to him through www.gov.bb, grant an exemption to any person or business affected by paragraph 1(3).

2. With effect from the 2nd day of January, 2021 until the 14th day of January, 2021, every person and business establishment shall comply with this Directive.

3. During the curfew period specified in paragraph 1(1) the following businesses may remain open

(i) fuel manufacturers, fuel storage facilities and fuel distributors and other manufacturing companies;

(ii) gasoline stations; and

(iii) hotels, villas and other rental accommodation.

4. Places of religious worship shall open only for

(a) the conduct of

(i) funeral services which shall be attended by no more than 10 mourners, one officiant and the funeral director and any necessary staff; and

(ii) weddings which shall be attended only by the bride and bridegroom, 2 witnesses and the marriage officer; and

(b) the streaming or conduct of religious services at which only 3 persons including the officiant shall be present.

5. No person shall host or attend

(a) a party;

(b) a recreational or competitive sporting event;

(c) a banquet, ball, dance or reception;

(d) a meeting of a fraternal society, private or social club or civic association or organization;

(e) the social event known as

(i) “a bus crawl”; or

(ii) “a lime”;

(f) a karaoke event;

(g) a picnic; or

(h) a bus or other vehicular excursion.

6. A person may only visit a beach or a park for the purpose of swimming or exercise and, in the case of a group of persons, such persons shall be from the same household and shall not exceed 10 persons.

7. Any person who contravenes this Directive or fails to comply with any conditions specified by the Covid-19 Protocol Monitoring Unit is guilty of an offence and is liable on summary conviction to a fine of $50 000 or to imprisonment for a term of one year or to both pursuant to paragraph 15(1) of the Emergency Management
(COVID-19) (No. 3) Order, 2020 (S.I. 2020 No. 71).

8. The Emergency Management (Covid-19) Protocol (Special Curfew) Directive, 2020, is hereby revoked.

9. This Directive shall come into effect on the 2nd day of January, 2021 and shall cease to have effect on the 14th day of January, 2021.
